About

A utility contractor that owns the whole trench.

Citadel Redevelopment Group is a Massachusetts underground utility and site contractor. We are the crew in the hole, the estimator at the desk and the name on the bid — and we answer for all three.

Who we are

Built by people who have run the pipe crew.

Citadel was founded by [Founder name] after [XX] years installing water, sewer and drainage for [prior company / public works background]. The company does what its founder did in the field: put utilities in the ground to the spec, test them, and leave the road right.

We self-perform our underground work with our own operators, pipe layers and foremen, and we bring in the same trusted subcontractors for paving, blasting and electrical on every job. Our superintendents have worked for water departments and engineers as well as contractors, so they know what the inspector will look for before the inspector shows up.

We bid subdivisions for developers, replacements and extensions for towns and districts, and site utilities for commercial owners across Massachusetts and southern New Hampshire.

What we stand on

Four things we will not trade away.

Safety first

Trench boxes and shoring on every cut that needs them, daily competent-person inspections, and a crew that knows it is allowed to stop the work.

Built to spec

The plan and the town's standard details are the job. We do not substitute materials or skip a test because the inspector is not on site that day.

Straight answers

If a quantity changes, a price moves or a schedule slips, you hear it from us first, with the reason and the number — not after the invoice.

Local crews

Our people live in the towns we work in. They know the water departments, the DPW yards and the inspectors, and they will be around after the job is done.

Why an estimating system

The system keeps the evidence. People make the calls.

Utility bids live or die on the takeoff: miss a hundred feet of pipe or a manhole and the number is wrong before the job starts. We built our estimating and procurement process around Citadel Command so that every quantity, every supplier price and every purchase has a record attached to it.

It is not an autopilot. Citadel's owner reviews the takeoff, signs off on the estimate, and approves every purchase order personally. What the system adds is traceability: when a client or an engineer asks where a number came from, we can show them the sheet.

We are the first contractor running on this platform, and we share what we learn with the people who build it. That is a fair trade for a bid our clients can audit.

How we estimate

What the system does

  • Pulls quantities from the plan set with the sheet reference attached
  • Compares addenda against the original drawings line by line
  • Collects supplier quotes and lays them side by side
  • Packages material by phase and drafts the purchase orders
  • Keeps an audit trail of every change and approval

What people decide

  • Whether a takeoff line is right, and what to do when it is not
  • Production rates, crew sizes and the schedule
  • Which supplier to buy from, and when to release material
  • Markup, contingency and the final bid number
  • Every purchase order, before it leaves the office
